Does anyone have a link to video showing FEMA trying to take supplies from citizens?

I'm trying to confirm with video instead of just talking heads. My cohost on our radio show is skeptical FEMA is actually taking supplies from people.

I can easily believe FEMA is hoarding supplies. Here is a video link to where they were discovered doing it during a hurricane in Puerto Rico:

That seems to be what they do. It would be good to get some video proof to convince people who are having trouble believing FEMA is that bad.
