I know there is no book on it, but Is weather modification a one way street?

Once a storm is seeded, that's it? No going back? I mean, if they can go one way, can they go the other and weaken one? Or steer it out to sea?

Think of the GOOD that could be done with this knowledge.

Providing rain in drought conditions.
Providing much needed rain to save farmers' crops.
Dissipating storms before they reach land.
Steering storms away from people.
