Any truth to this? Apparently the 1880s were a LOT worse for hurricanes. Any weather control then?

According to NOAA at least
1851-1860 saw 20 strikes by Hurricanes
1861-1870 saw 15
1871-1880 saw 20
1881-1890 saw 21
1891-1900 saw 21
1931-1940 saw 21
1941-1950 saw 24
From about 1951 onwards we as of yet have never seen never saw over 20 Hurricanes strikes in a decade
And from about 1961-2000. We never had over 15 strikes in one decade.
Something changed in 2001. Though with 2001-2010 recording 18. And 2011-2020 recording 19.
I'd like to match this up to the 20 year solar cycle to see where they fall instead of by decade
