Those were all temporary "cities" made of wood and plaster for various World's Fairs and Expositions.

What is really disgusting is how many palatial buildings like that were built for real out of stone and marble in places like NYC only to be torn down forty or fifty years later. These old glories of architecture might have lasted centuries but were erased in decades in the name of progress.
