I don't know the details, but I think you can get people registered and to sign the petition from anywhere. The voters need to be in swing states but you could contact and recruit them from anywhere. I highly recommend Turning Point Action or Scott Pressler as key groups to work with in knowing who to call, etc.

I'm in oklahoma,we don't even get many political ads.
