Who is promoting the misuse of this program, and what crime can we charge them with?

We are here for a reason. Anyone got a name and identifying statute set for the crime? It’s probably going to be in election law. “Conspiring to commit election fraud”? “Seditious overthrow of the government”? Obviously, “treason” would be lovely.
