Congress is responsible for writing and passing the budget. FEMA didn't just decide to pull $1.1B from the joint checking account to fund invaders. Congress passed a budget with money earmarked specifically for the Shelter and Services program, as well as for funds dedicated to Disaster Relief. The administration is garbage, but the funding shitshow is on Congress.
