That looked like the Cowen's Ford dam at the bottom of Lake Norman, the biggest lake in NC. They had 1/11 sluices partially opened. The lake rose 4'. They lost some houses in Mountain Island below the dam but damage was mitigated from the flow of the Catawba. A nuke plant is located on the lake.
