Nearly 30 years old with no issue resulting. Robert Fletcher is who? Senator Claiborne Pell was a Democrat and passed away in 2009, evidently not saying more on the subject. Lists of patents are mere paper; they don't even need to have working models in existence. Small-scale cloud-seeding is not very effective "weather manipulation." Plenty of natural phenomena violate the expectations of people.

Weak sauce: "I have lots of patents and someone told me so."
