I'm almost certain that what that video showed at the bottom of the ocean is for growing coral. Someone put up a video showing this in practice and I remember seeing a news segment on it when they had just started their "OMG, humans are destroying nature" agenda. HAARP is 100% real, but I don't think those are like HAARP. Besides, they would raise the water temperature in an unusual way that would be noticed.
