"Why would someone target a recycling center with a steel box full of dynamite?" - Wrong question.

"How might someone get a bunch of dynamite delivered right next to the steel manufacturing district in downtown Knoxville?" - Right question.

They want to weaken the supply chain, starting at the raw materials.
