That's a Hurricane Hunter collecting data. It's a WC-130J (Lockheed) flown by the Air Force Reserve 53rd Weather Recon Squadron. They are based at Keesler AFB in Biloxi Mississippi. They've been flying those missions since at least the late 1940s.

Just to add to this, those hurricane hunter guys have balls of steel. There was a documentary about them a few years ago, and my god do they fly through some shit.
