I'm pretty sure this podcaster put this guy in danger (assuming this is true). Consider these quotes...

The pseudonymous “Jack” is still unable to talk about the matter without these protections out of fear for his family and adverse reactions from people in Kazakhstan.

The story takes place in 2004 when Jack, then sixteen, came to Minnesota via the FLEX (Future Leaders Exchange) program run by the State Department.

So Jack remained quiet until he returned to Kazakhstan. (next paragraph) Eventually, he decided to pay for counseling, noting he couldn’t even talk about it until a few sessions in.

How many 16yo boys from Kazakhstan got into the FLEX program in 2004, went to MN, and then went to a counselor when they got back? There are only around 1000 chosen each year from over a dozen countries, and the average number that go to MN is only 42.

One other thing - I found a FAQ on this FLEX thing. Tell me this doesn't give you bad vibes about the entire program...

(Question) My family has friends/relatives in the U.S. Can I visit them while on program?

(Answer) FLEX finalists are chosen because they have demonstrated that they are able to adapt and succeed in a completely new environment. Being in close contact with family and friends connected to home disrupts this process of adaptation. Travel to visit friends or relatives is rarely approved for this reason. Any travel within the U.S. must be approved by the student’s placement organization.
