No tide is big enough to lift the boats of people with IQs of 90 or less. All they can do is be a burden on the more intelligent and productive...who build sound hulls and have learned to predict the tides.
The rising tide refers to economic success shared by neighboring countries so they too can develop nationally. Back in the 50s and 60s Mexico was an economic rival of the US
Newsflash: Not all populations are capable of "developing nationally."
Nation states are not a universal phenomenon but the outflow of very specific population traits.
So the fact that they once were just as economically stable in the past is lost on you. Now you are just falling for the divide and conquer scheme of racism
