Captioning in this video was wrong:

..."they were dressed up like little Harold Juku barbies".

that should read:

..."they were dressed up like little Harajuku barbies.

Harajku is a district of Shibuya, Tokyo.

Harajuki is associated with street fashion and the birthplace of kawaii (cute) culture.

In Harajuku, people dress up in clothing associated with different subcultures: Fairies to Lolita, and goths to punks. What 'Tanea' means is: children at Diddy's freak off parties were forced to wear scaled down, skimpy clothing to make them look 'cute'.
