Great points.

I am pretty sure this town has nothing in their books against projecting lights on water towers and this guy caught them off-guard.

I bet they are scrambling to have an emergency meeting to update their ordinances. The problem is that most towns have to post a month-long notice of having such meetings. Too late for them.
