Washington state has been doing that for years.
And it's more than a decade, maybe closer to 15 years, since I first saw flyers in the waiting rooms at Kaiser Permanente (where I used to take an elder friend for his appointments) instructing kids aged 13 to 18 that they were entitled to get all sorts of treatment on their parents' insurance dollar--like drug and alcohol treatment, tranny stuff, LBGTQXYZ stuff, pregnancy/abortion stuff--AND keep it secret from their parents.
Moving parents/the family out from the center of raising a child has been the permastate techno posthuman left's dream for a long time.
