2020 was allowed to happen to gather the methodology on how they did it.

It was allowed to happen for more than that, and for way more important things than that. Plus I'm pretty sure the WHs already knew HOW they were going to cheat, it's not that hard to figure out ... Mass mail in ballots. Also, Q was constantly posting about it during the lead up to the election. As was Trump.
