The World Economic Forum has been calling for a rental society forever. Their informal Davos meetings have published many white papers about it.
It's sold as being more sustainable. That car, when worn out, gets sent back to the manufacturer for refurbishment or recycling. By regulating the car from cradle to grave, the environment would benefit. Tie into scary climate change.
WEF's former leader is notorious for saying "You'll own nothing, and be happy."
Apartment buildings are a continuation of the rental society trend. It also ties into Agenda 2030's tiny little apartments. Municipalities would be using regulations to force people out of lower density housing options into the rental units that normal people cannot afford to buy.
