It's even worse. iirc they opened the damn before the storm hit.
It is common practice to drain a reservoir prior to a major rain event because a dam COULD fail if the additional rain raises the water level in the reservoir too fast for the spillway to accommodate.
Normal= you don't wait until it breaks.
