Because the war is over. Ukraine lost. But many Ukranians don't trust Russians, so Russia needs soldiers from a neutral 3rd party as a liaison. There are very few other countries they could ask to do this job.
Of course, this is not what we're going to be told. But that is what I think makes the most sense as to why North Korea is just being moved into the area now instead of months ago.
