Weather modification is now a thing. They have been steadily improving it since the late 1800s. Hurricane diversion was tried as early as 1947 and the US used it in Vietnam in the 1960s.

It is very useful to the Globalists because it makes their claims about "extreme weather" caused by Climate Change sound true and it also gives them a way to punish non-believers. For instance, China is getting a lot of bad weather.

Rain is very effective in places where fires might look suspicious or not work because the weather is not warm enough.
