Its not just about Congress. It will require repeal of 16th amendment which requires another constitutional amendment (unless its proven that the republic was stolen by that time and all subsequent amendments were illegal).
The whole point of Great Awakening is that people wake up to all lies not just some lies. At that point, when people realise how badly they have been lied to and exploited and made into slaves for so long, anything is possible. Its a new world.
