I just watched Melania Trump speak and she didn't touch her nose or sniff once. Yesterday I watched Michelle Obama speak and she kept touching her nose and sniffing. I wonder if she had a cold.

Maybe it is a cocaine sniff. Those who do a lot of coke, tend to be sniffers.

I recall them turning up the mic on Trump during one of the 2016 debates to make his nose sounds extra audible, in order to make him sound like you describe.
