Presumably he thinks all his supporters matter, not just the ones who can vote, considering that those supporters include people like the ones convicted due to just walking around the Capitol building 6th of January 2021 who can't now legally vote because of that conviction, while Biden seems to think they are all garbage.
Is he counting non-voters (people under 18)? Because there’s about 73 million of those. Only 258 million people (approximately) in the US are over 18.

Estimates indicate that the ADULT (i.e. capable of voting, illegals notwithstanding) population of the US was around 260 million in 2023.
