In the final months before election, Kamala Harris' presidential campaign has assembled several current and former attorneys in Big Law to be part of its expansive team.
Attorneys advising Harris' campaign currently or previously practiced at firms such as Covington & Burling, Perkins Coie, Wilmer Cutler Pickering Hale and Dorr, Jenner & Block and Munger Tolles & Olson.
Covington partner Dana Remus and a team at Covington are among those representing the Harris campaign.
Remus joined Covington in 2022 after serving as assistant to the president and White House counsel for President Joe Biden. In recent months, Remus was part of a team at Covington that prepared then-Columbia University President Minouche Shafik for a House hearing in April on antisemitism. Remus did not immediately return a request for comment.
Harris' campaign had also turned to former Attorney General Eric Holder, who led a team of Covington attorneys to vet running mates for Harris.
Covington is one of the top-paid legal counsel for both the Biden-Harris campaign and Democratic National Committee, according to Federal Election Commission filings from Jan. 1 to May 31 of this year. In particular, before President Joe Biden dropped out of the election, the Biden-Harris presidential campaign paid Covington $727,000 in the first five months of the year.
Bob Bauer is also heading up the legal team for the Harris campaign, as reported by The New York Times.
Bauer, who has served as personal counsel to Biden in recent years, was a longtime partner at Perkins Coie. Bauer, who founded the firm's political law practice, left Perkins Coie in 2018 after nearly four decades.
Josh Hsu, who joined Jenner & Block as a partner in March after serving as counsel to the vice president, is now also reportedly working on her campaign. An automated reply to his Jenner & Block email stated that he is "away on a leave from the firm." The firm did not immediately respond to a request for comment.
A number of other Big Law alumni are involved in the Harris campaign. Deputy general counsel for Harris for President Arpit Garg was counsel at Wilmer until 2021, according to a LinkedIn profile. Meanwhile, Paul Dimoh, who was assistant general counsel for ethics at Akin Gump Strauss Hauer & Feld until earlier this year, is now corporate counsel for the Harris campaign, according to LinkedIn.
Marc Elias and lawyers from his firm, Elias Law Group, are also working for the Harris campaign, he confirmed on X. Elias was previously general counsel for Harris' primary campaign in 2020 and worked closely with the DNC until they parted ways last year after disagreements with his legal strategies, according to an Axios report.
"I am thrilled and honored to be part of such an amazing team of lawyers committed to ensuring that every lawful vote is counted, accurate results are certified, and [Kamala Harris] is sworn in on January 20 as the next president of the United States," Elias wrote on X.
The firm has employed several other Big Law attorneys as outside legal counsel for the campaign, including one of Bauer's former Perkins Coie colleagues John Devaney, per the Times report.
Devaney is of counsel at Perkins Coie and the firm managing partner emeritus. He previously served as "litigation counsel for then President-elect Joe Biden and Vice President-elect Kamala Harris in election recount and election contest proceedings in Michigan, Nevada, and Wisconsin," according to a firm bio.
Wilmer partner Seth Waxman and Munger, Tolles & Olson partner Donald Verrilli are also working as outside counsel for the campaign, according to the Times report. Waxman and Verrilli and their firms did not respond to a request for comment.
In recent weeks, the Harris campaign has rallied corners of Big Law, who are organizing, advising and fundraising for the vice president. Harris, an attorney herself, and her husband, Doug Emhoff, a longtime Big Law entertainment lawyer, have kept close ties to the legal community.
Among other organizing efforts, a group of Big Law lawyers, including partners and leaders of Am Law 25 law firms, are relaunching a lawyers committee for Kamala Harris to support her presidential campaign, as Law.com previously reported.
