Thanks for that, I had missed the reference to "Serpo." Several years ago Len Kasten wrote a book called "Secret Journey to Planet Serpo" which was purportedly an account of an exchange program between the US government and the beings on that planet. It has also been noted that this exchange program was referenced to in the movie "Close Encounters of the Third Kind." The part of the movie at the end, where several humans (all in sunglasses) enter the spaceship and at the last moment are joined by the main character of the movie is a reference to the Project Serpo idea.
It's a shame the audio portion of that video is so garbled, and I appreciate the time you took to transcribe it.
