All they have to do is go cut off some border around the edges, top and bottom.. could even curve in around the letters, leaving some red. It would take the size down to code, I should think. Then they could say stuff about trouble with borders caused by Dems.. lol

it would just be easier to cut in between each letter to make five smaller signs, that way its not technically big enough to need a permit
