Looks like Local Politics. Aside from the Chief there was a grand total of 4 other Officers for a Population of just short of 1000 residents. Classic small town America where everyone knows everyone. By face if not necessarily by name.
The Former Chiefs statement. Would seemingly indicate local politics and small town Government drama is involved.
With a Department that small. I’d imagine a lot of personal loyalty is involved. So if I was a betting man. I’m guessing the Council asked for the chiefs resignation for some blatantly stupid/corrupt reason. And the other Officers resigned in protest and support of their chief. And according to some sources. 2 members of the city council also resigned as well.
Which would further increase my suspicion of some stupid and or corrupt reason at the heart of it. Without universal support among the council.

Maybe this is to enable chaos/terrorism for Election Day.
No it's a tiny town,and Oklahoma is the redest state in the nation. This looks like some local political affairs. , they must have got pissed off at the town council and or mayor.
Then this won't be a problem with their 2nd amendment :)
