I know the USPS does investigate alleged/suspected crimes of their postal carriers/employees, but I would assume they have to turn it over to LE at some point.
What do you mean by they shouldn't be involved? Involved in what? The investigation of this incident, for example? Their function is to deliver mail (including mail-in ballots) and should a postman/woman be deliberately not doing so, interfering in proper mail delivery, damaging or destroying mail, etc, this would fall under the umbrella of postal delivery crimes for ANY mail. The USPS is always involved in the initial stages of suspected crimes by their employees. Because this particular incident is (presumably) election interference there's likely another, more severe aspect of this crime that gets other LE agencies involved or even taking over the investigations.
Also, what do you mean by it being unconstitutional? I'm not following what you're saying here. As I said initially, postal investigators are chartered with probing mail theft, mail destruction, etc, but I'm assuming it's got to be kicked up to a more powerful agency in some instances (i.e. election interference). If the postal investigators are corrupt/complicit, I hope there are WH MI eyes on this who will ensure it moves to the proper agency - outside the purview of the USPS - that can deal with election interference. Because of what occurred in 2020 I don't have confidence that the USPS is squeaky-clean; in fact, I strongly suspect they've been infiltrated by marxists.
