There should not be black budgets. The government are the biggest money launderers in the world. The secrets they keep are from us not our enemies. Not much to work out. Just a lot of power they will no longer have. The military can keep their secrets on a separate blockchain for internal use with an autimatic declassify that autimatically puts it on the unclassified blockchain. Something tjey can't extend so anynsecret they make eventually is exposed. The 5510 manual we used in the military dictated declassified dates nothing in there allowed beyond five years. The. They added the ability to extend it. Any secret they need to last for ever is bullshit.
