I don't see this happening at all.

If the WH attempted to overturn the election, civil war would break out as muh "Trump is Hitler who is doing a coup" would be blasted all over the media.

I think the opposite might happen, where Trump takes 400+ despite the fraud. Riots might be in order, forcing the military to step in and use military law. Hence Trump would be able to clean house fast and easy.
