I live in a blue State with no voter id. A few years back, one of my friends moved to TX. He came back to our state this last spring to help his son buy a car. There were all sorta of issues with the loan because the state records showed he had moved into a new house in the state after he already left for TX.
He checked the new address with the local precinct and found that he and 34 other people were registered to vote with that same address.
So, if someone has the info of his new address, they could vote for him without ID because he isn't a first time voter.
