Whats with the rate limited message on searching?

Anytime I try to search I end up with this Rate Limited message

I experienced the same issue last week. Rate limited on mobile browser but search worked on desktop. I cleared my mobile browser cache and it seemed to fix the issue. But, could've been a coincidence in timing too.
