I think two things happened. The WHs stopped the vast majority of the machine cheating and they intercepted the 3am trucks heading for the counting centers. There was still retail cheating, but not enough to stop Trump from winning.

We saw the cheating box trucks roll into Philly, but they seemed to skip counting them. Results got called too soon after. Was weird.
