Qualified individual is able to demonstrate:

love of freedom going above financial interests;
deep understanding of the purpose and spirit of 18 USC 241/242 when making decisions;
the way in which he has been supporting, defending and upholding the Constitution;
ability to reduce complexity to simplicity;
no dead bodies in the closet, not beholden to anyone.
