America needs to intervene in Mexico to clear out all the gangs, since there's no way the current Mexican government can do it.

Maybe if we annex Mexico we can keep Baja California as a new state?

NO annexing of Mexico!! We clear out the cartels, help them rewrite their constitution to what we will have after we take care of ours.

But Baja California sounds like a nice exchange for our help to free Mexico!
