I do think that de-centralization is a good idea when thinking of presenting a target to potential enemies. In fact, big buildings don't stand a chance, when things get hot, unless built with escape bunkers and tunnels under-neath. the occupants will have minutes to get to the basement. And there is the fact that those building-busters send a shock-wave to neighboring buildings. And people don't survive that either. So perhaps things will change the architecture of how these agencies pressure-cook their hierarchies.
So, when shielding agents, every state, in fact should host some agents, according to this dispersal theory. They should be openly tracked (I mean they are tracked already, but all data must remain recorded, and can be FOIA requested), we want transparency. But how many agents per head of population? There will also be a purge of agents who went against the constitution, starting on Jam 20. They are being given a chance to bow out gracefully, right now, until then, to avoid worse personal issues.
And another thought, in light of removing the FBI from 'satellite sight': peeps can Work From Home, until the dust settles. So, all that is needed is hardware and secure software, as well as trusted resources (ah, there's the rub) - but not overt national premises in a hurry - I'll venture.
