Why is he worried? If he truly had faith in these institutions (that they can't be politicized) he would feel no need to say anything. However, he knows what these institutions did illegally and is now afraid they will do the same to him. He is reading the writing on the wall "WHAT YOU MEASURE TO OTHERS WILL BE MEASURED BACK TO YOU AGAIN" (Matthew 7:2)
