I think this is aimed at the media, especially the newspapers.

The White Hats are mocking them - "are you gonna print the picture or not?" If they put the picture in the newpaper's front page, then normies' heads will explode because they're expecting division. But instead they seem happy together!

So they likely will not print it, and probably pick a picture of Trump smiling alone while putting up a narrative about mass deportation, for example.
