I think this is separate. Tracking to the law of war manual was pretty good. And in context of the rest of the drops mentioning 11.3, the law of war makes more sense, especially when they also mention 11.4, which makes sense in the LOW manual but for which the constitution II.4 doesn't seem to match the drops at all.
