It's also a brilliant way to avoid Conflict of Interest.

US Space Force and NASA may be competitors to SpaceX in various areas of the Mars Mission. If Elon were to cut either program - that's a very clear Conflict of Interest.

So, you need a dis-interested 3rd party. That would be Vivek's job.
