Why does this keep getting brought up? Why are you using Illustrator to pick apart elements? Why don't you download the program likely used to generate the PDF, which was likely Acrobat in Adobe Creative Suite 2? Start from the beginning, not the end.
The PDF can still be found on the White House archives.
Keep in mind the PDF is utter garbage and not what you use to prove the BC is fake. You cannot, period. It has been processed by software that boosted contrast on recognized characters and dropped the white background. And yes PDF's can have "layers" of information. It's forensically impossible to determine its validity.
What you need at the very least is an image that hasn't been processed. Oh look, here it is:
It's an scan of a Microfilm slide. In order to know if the document is fake you would need access to the microfilm and compare all other photographs of birth certificates in that period. You do not have that access. You never will have that access. Even if you did have access you will never prove your case to the general public let alone in a court. And here is what I can slap together using free software on linux. I have to do everything manually, the government has to do millions of documents so yes they're automating processes. Processes that create sloppy documents with layers.
All I did was boost contrast and drop the white background so the basketweave background would show. I'm not a program that picks out characters to boost or ignore. But there is layers.
And adobe also does shit to the image when you're trying to compress the file size.
