That's the "Q" from Quantum of Solace, and that's the James Bond rifled-barrel-graphic.
After doing a quick search online I can't find this hat anywhere, maybe he got it custom made, very cool looking, especially with the rifled-barrel-graphic doubling as a storm and the letter "Q" being the eye of the storm.

This photo is a few years old, just FYI. Still an awesome reminder, I'm pretty sure they were flying somewhere to assist in rescuing child trafficking victims or something like that. Someone else that knows should comment.
