the impetus is lack of funding. to drain a swamp, ypu need to divert what feeds the swamp, water, i.e. currency.
And to do that you need a mechanism to divert it. Appointments, especially, recess appointments are very nice indeed.
as they say, look at the "smart "money"". It's leaving.
