Does anyone remember that the FBI was partially created to circumvent the VERY CORRUPT Police Force in some of these cities, including mafia Chicago?

Yes, and thus turned a localized problem (corrupt police force in some cities) to a federal/countrywide problem: a corrupt federal police force, which basically took over from the mafia. With sweeping federal powers.
