Pence could be deep cover. Someone the cabal thought was one of theirs and someone they felt was insurance policy in Trump's administration. If he realy was (and still is) a deep cover "white hat" then of course he would get an envelope with the other deep state snakes. If he didn't get one, that would have blown his cover.
