In order to reach a production goal of about about 100,000 annually across all manufacturers? US officials concluded that Russia could produce 2 million shells annually if they ramp up production.
They don't have to import resources, or struggle to open up new operations to meet demand. Yes, they may have to move planes and stuff further away, but that's not the disadvantage you think it is. You're just shortening their supply lines and extending Ukraines. All Putin has to do, and has been doing really, is waiting the West out while everyone else expends resources. I know Europe has been having a hard time keeping up since they barely have an industrial base anymore.

They have struggled to meet demand though. Their advantage was massive stocks of weapons built up during Soviet times. In the past year half of their artillery shells have come from North Korea.

It also forces Russian to move planes, helicopters, ammo dumps and logistics hubs further away.

What that tells me is there is a larger influx of goods than the railway was prepared for.
Better to have that problem than a whole bunch of trains running empty.
