George Bush. W asked Trump to not disclose anything about his father until after his death. He was the head of the CIA and in Dallas on that day. Trump deferred and had any mention blacked out. He has since died.

Theory is that might be what was in the white envelopes given to the Presidents & wives during the funeral -- that is obligation was complete and all could be released.
