Pence green lighted the J6 false flag. Just a few days prior at a Georgia Senate Runoff rally he promised MAGA he would fight to make sure only legal votes were counted. MAGA showed up in DC believing he would and having no motive to enter the Capitol.

Pence made sure it could be claimed MAGA had a motive by posting a letter on Twitter a few minutes before the Electoral Count started. The letter said his interpretation of the law was that he was powerless to stop the steal.

A responsible leader would have said nothing, dragged out the proceedings until the crowds had headed home, and then, in the wee hours of the next morning let the certification take place. He released that letter to make the false flag plausible.
